A player loses a point if the ball was hit before it has passed over the net. If a ball hits the ground and spun back over the net, can a player reach over the net to hit the ball?

Yes, a player can reach over the net to hit a ball if the ball hits the ground and spun back over the net. Also, a player's racket may pass over the net after hitting the ball.
